There are thousands of SEO experts (or people calling them SEO experts) all around the internet ready to help you (most of the time only to take your money and run). There is two different kind of SEO experts, blackhats and whitehats. Let's examine this in more depth :
White hats
Those SEO experts uses the most ethical Search Engine Optimization techniques to help the search engine index the website correctly. They will check all the website to ensure that there is no dead link, no unaccessible page, no bad content. They will also check that the META tags are there, that the page title contains significant data, etc. They will also create referral links to your website on major web directories with relevant keywords on the hyperlinks. They will rewrite some content to make it more valuable (significant) in the eye of search engines.
Techniques used by those experts will lead to a good result in a long term because search engines will be able to index their website correctly and show it for relevant queries.
Black hats
Those SEO experts uses spammy techniques to boost performance (or try to boost performance) without any respect of the web and the search engines. They stuff your pages, page titles, META tags with a handfull of keywords. They stuff it a lot. They also create cheap links pointing to your website on link farms. They submit your website automatically to thousands of search engines (when only the 3 bigger matters !), stuff blogs with generic irrelevant comments to add links to your website and more things like this.
Techniques used by those experts will lead to a penalization of your website by search engines. Being penalized means being showed in queries very rarely and can also mean being delisted, banned.

You have to check if the business is established, if it has already some satisfied clients you can contact yourself and if they use the SEO techniques I've listed in the white hat section. An honest company will tell you what will be done on your website, because it's not a secret. Everyone can find the white hat techniques on the internet, but not everyone are able to apply them efficiently on a website.
